2009年5月16-17日，第二届全国法律英语大赛在北京第二外国语学院举行，来自全国近70所高校的300多名选手参加了比赛。大赛由法律英语演讲比赛和法律英语论文比赛两部分组成，本届大赛的主题是“用英语说出你的法律观点”。作为当前国内规模最大、水平最高的法律专业英语赛事，本次大赛吸引了多家媒体的关注。17日下午，何家弘副会长应邀作为特邀嘉宾参加大赛闭幕式为获奖者颁奖并致辞。何副会长的致辞如下：

    Good afternoon, ladies and gentlemen. It is a great honor for me to participate this ceremony and a great pleasure for me to share the excitement and happiness with you. I have a good news and a bad news for you. Would you like to hear the good news first, or the bad news first? The bad news? OK. The bad news is that I have been invited to deliver a speech, and my speech will last for two hours. My speech will include three parts. Part one, my personal experience of learning legal English. Part two, the difficulties in learning legal English. Part three, the best way to learn legal English. Shall I start my speech now? Well, I forgot to tell you the good news.
